I think we still want a full rescan to be the default (it's the only foolproof way and from what I see, most users have no clue what block height they should rescan from) but we want to have an option in SD to import and rescan from a height other than 0. That option currently doesn't exist, which makes importing multiple privkeys in SD very slow and painful.

I suggest we add 2 new things to the import privkey GUI. One is a checkbox, that defaults to checked, which says "Rescan". This gives users the option to not rescan if they so choose. Second is an input box, which defaults to 1 which is the rescan height they want to rescan from. People who don't know will leave it alone but for those that know, they can modify it.

We now allow users to import without a rescan or from a custom rescan height on the dev branch. If anyone can find bugs in that, please open a new issue.
