build.sh should be smarter and check if the current rust version is 1.48.0, and if so, avoid downloading it.

I built this successfully with rust 1.64.0 while testing the recent offline build functionality addition. Closing this issue as the assumption is that 1.48 upto current 1.67.1 should build fine and it's up to a user to determine if there is an issue and then report it to us.
