There are a few things to change from our current zsweep implementation, here they are:
Check for a maximum value for zsweepmaxinputs (already done, 100)
Values larger than 200 are likely to be larger than the largest tx size allowed and always fail
Change default zsweepinterval so that consolidation has a chance to run
