It would be nice to have the keepnotewitnesscache option when using the rescan RPC, so you can do a partial rescan without stopping and starting the node.

This seems to be the default behavior of the internals already. If you do a partial rescan of the last 1000 blocks, then only the last 1000 blocks are inspected to update the witness cache.
