If hushd is in the process of "Building Witnesses" then hush-cli stop does not stop the node. Additionally, if you do hush-cli stop during witness building, the RPC interface shuts down and you can no longer send RPC commands to hushd.

Most likely related is that hush-cli abortrescan also does not stop building witnesses.
