Prevent coredump when -proxy=... -externalip=... is used
Replace an assert() in Unserialize() with the actual behavior we want,
i.e. making sure that vRandom is empty. Before the assert() was added,
the code called Clear() which ensured vRandom was empty. Clear() was
changed to the assert() in BTC commit b138973a8b4bbe061ad97011f278a21e08ea79e6
to prevent recursive locks but risks crashing the node. Instead, we
just empty out vRandom.
The addition of EXCLUSIVE_LOCKS_REQUIRED is not needed to fix
this but seems prudent since Serialize() has it and the original code
from BTC has EXCLUSIVE_LOCKS_REQUIRED on all the methods of this class.
As a side note, crashing a full node with an assert() and possibly
corrupting the wallet.dat, block files and other data is REALLY
FUCKING DUMB. Instead, code should be written to prevent the
possibility of crashing or throw an exception with a useful error.

Any projects which want to use Hush code from now on will need to be licensed as
GPLv3 or we will send the lawyers: https://www.softwarefreedom.org/
Notably, Komodo (KMD) is licensed as GPLv2 and is no longer compatible to receive
code changes, without causing legal issues. MIT projects, such as Zcash, also cannot pull
in changes from the Hush Full Node without permission from The Hush Developers,
which may in some circumstances grant an MIT license on a case-by-case basis.

Get rid of nType and nVersion
Remove the nType and nVersion as parameters to all serialization methods
and functions. There is only one place where it's read and has an impact
(in CAddress), and even there it does not impact any of the recursively
invoked serializers.
Instead, the few places that need nType or nVersion are changed to read
it directly from the stream object, through GetType() and GetVersion()
methods which are added to all stream classes.

Make GetSerializeSize a wrapper on top of CSizeComputer
Given that in default GetSerializeSize implementations created by
ADD_SERIALIZE_METHODS we're already using CSizeComputer(), get rid
of the specialized GetSerializeSize methods everywhere, and just use
CSizeComputer. This removes a lot of code which isn't actually used
anywhere.
For CCompactSize and CVarInt this actually removes a more efficient
size computing algorithm, which is brought back in a later commit.

Increase test coverage for addrman and addrinfo
Adds several unittests for CAddrMan and CAddrInfo.
Increases the accuracy of addrman tests.
Removes non-determinism in tests by overriding the random number generator.
Extracts testing code from addrman class to test class.

Make addrman's bucket placement deterministic.
Give each address a single fixed location in the new and tried tables,
which become simple fixed-size arrays instead of sets and vectors.
This prevents attackers from having an advantages by inserting an
address multiple times.

rework overhauled serialization methods to non-static
Thanks to Pieter Wuille for most of the work on this commit.
I did not fixup the overhaul commit, because a rebase conflicted
with "remove fields of ser_streamplaceholder".
I prefer not to risk making a mistake while resolving it.

overhaul serialization code
The implementation of each class' serialization/deserialization is no longer
passed within a macro. The implementation now lies within a template of form:

In cases when codepath should depend on whether or not we are just deserializing
(old fGetSize, fWrite, fRead flags) an additional clause can be used:
bool fRead = boost::is_same<Operation, CSerActionUnserialize>();
The IMPLEMENT_SERIALIZE macro will now be a freestanding clause added within
class' body (similiar to Qt's Q_OBJECT) to implement GetSerializeSize,
Serialize and Unserialize. These are now wrappers around
the "SerializationOp" template.

GetRandBytes() in the code to log errors from calling RAND_bytes()

re-work -debug switch handling
- re-work -debug help message text
- make -debug log every debugging information again (even all categories)
- remove unneeded fDebug checks in front of LogPrint()/qDebug(), as that
check is done in LogPrintf() when category is != NULL (true for all
LogPrint() calls
- remove fDebug ONLY in code which is NOT performance-critical
- harmonize addrman category name
- deprecate -debugnet usage, should be used via -debug=net and remove the
corresponding global
